Method 1: Configure Outlook Offline Mode

  1. Launch the outlook application.

  2. In the run dialog box, enter “outlook.exe/safe” and hit the enter button.

Tip:

You can also try disabling IPv6, however, it requires some technical knowledge. For that, head to the Network and Sharing Center >> Change adapter settings >> right-click on adapter >> select Properties >> Internet Protocol >> uncheck the box and restart your computer.
